Operational readiness testing of data-link front-end processor (DL-FEP) at Maastricht and Karlsruhe control centres

 

Aeronautical Telecommunication Network (ATN) and in particular controller-pilot data-link communication (CPDLC) are one of the cornerstones of safety in CNS/ATM. In order to cope with the ever-increasing traffic in Europe and to replace radio voice communication when they are not possible or safe enough, EUROCONTROL, the European Organisation for the Safety of Air Navigation, created the Link2000+ programme. This initiative was designed to plan and co-ordinate the implementation of operational air-ground data-link services for ATC, in compliance with ICAO norms and standards. Since end 2008, the legal framework known as the Single European Sky (SES) developed by the European Commission requires through the data-link services implementing rule (DL-IR) the implementation of ATN/VDL2 data link services across Europe by 2013/2015.

 

Being at the cutting edge of technology in CNS/ATM concepts, EUROCONTROL and the German Air Navigation Service Provider DFS contracted the Egis Avia/SITA consortium in 2006 to supply the next generation of data-link gateway systems for Maastricht ATCC and Karlsruhe UAC. Egis Avia/SITA’s DL-FEP enables to communicate seamlessly with both ATN and ACARS/FANS aircraft through accommodation functions and meets stringent interoperability and safety requirements.

 

In 2009, site acceptance testing has been carried out at Karlsruhe for DFS and is under process at Maastricht for EUROCONTROL. This phase will be followed by technical training on both sites and by operational acceptance testing before summer 2009.

 

Associated with the ProATN router, Egis Avia’s datalink product baseline offers a complete and adaptive implementation of data-link services.

Specification and development of the Egis Avia Datalink Gateway supporting the following functions:

  • An ATN End System communication stack,
  • A customizable interface to connect external Flight Data Plan Systems (FDPS),
  • An optional FANS 1/A+ communication stack,
  • An optional Accommodation function providing an homogeneous interface (ATN link) to the FDPS allowing the management of FANS and ATN aircraft by controllers in a consistent way,
  • An SNMP agent allowing the management of the EGIS AVIA DL-GTW by a remote SNMP manager,
  • A local management and display function allowing the management and supervision of the EGIS AVIA DL-GTW,
  • An optional Legal Recording function allowing the sending of all Datalink messages transiting through the EGIS AVIA DL-GTW to an external recording system,
  • A Resilience function providing a high availability redundant DL-GTW cluster.
  • Validation of the EGIS AVIA Datalink Gateway. Validation of the product is made according to the applicable standards of the EUROCONTROL LINK2000+ program baseline. It shall meet the interoperability and safety requirements on ground systems using data link services (ED-110A/B and ED-120). The components have been developed as safety critical applications demanding software design and quality assurance consistent with “essential” certification requirements.
  • Installation and Maintenance of the EGIS AVIA Datalink Gateway (10 years).
  • Training of the Eurocontrol and DFS operational teams.
